I have downloaded this utility and it seems to run just fine giving me a yellow smiley face with the words 'completed' 'However nothing has changed. I am using Outlook 2010. I have ticked and ticked the 'Delete all subject prefixes' block with no difference

Ferdinand, are you sure you selected the right folders with emails to remove subject prefixes? Or you're expecting the automatic subject processing?
